Getting the first months utility bills are bad

We’ve been in the new house for our first month now and have been collecting the utility bills for paying them on one day. We were really floored to see how much they were. Not the actual usage of anything but $229.00 for the water bill that’s outragous. The actual water usage was $54.00.
All of the bills had huge transfer/set-up fees involved! At least we got them paid but geesh.
