What’s the deal with Florida traffic

We’ve lived in Florida for almost two years now and the one thing that is really irritating is that traffic down here is never what you expect. For one thing it seems on one day traffic is so slow your barely crawling and the next day you have to break the sound barrier to stay out of everyone else’s way. It’s an every other day rhythm like that. I suppose it’s just too much to ask that everyone pick a speed! God I hate driving I-4
